BIG's safety oversight services provide independent safety monitoring for EPC construction projects, including JSA review, permit oversight, OSHA compliance monitoring, site safety audits, and incident investigation for chemical plants and industrial facilities in the Houston and Gulf Coast region.

Why Independent Safety Oversight?

Construction in and around operating chemical plants, refineries, and processing facilities creates unique safety challenges. Hot work near flammable materials, confined space entry in vessels, simultaneous operations (SIMOPS) with production — these are situations where independent safety oversight isn't just a best practice, it's a responsibility.

BIG provides 3rd party safety representatives who work for the owner/operator, monitoring EPC contractor compliance with OSHA standards, facility safety protocols, and project-specific safety plans. Our safety team reports directly to the owner — not to the contractor.

Brownfield vs. Greenfield Safety

Greenfield (new construction) projects have their own safety challenges, but brownfield projects — construction inside or adjacent to operating facilities — present a higher-risk environment that demands specialized safety oversight.

Brownfield challenges: Operating equipment, live process lines, existing fire and gas systems, facility-specific access and egress requirements, simultaneous operations with production crews, and the potential for process safety incidents during construction activities.

BIG's safety representatives have experience in both environments and understand the additional protocols required for brownfield work in operating chemical plants and refineries.

Why do I need independent safety oversight?

EPC contractors manage their own safety programs, but owner/operators — especially those with operating facilities — need independent verification that contractors are following OSHA regulations and facility-specific safety protocols. This is especially critical on brownfield projects inside active plants.

What's the difference between your safety rep and the contractor's?

The contractor's safety team works for the contractor. BIG's safety representative works for the owner and provides an independent, objective assessment of safety compliance on the job site. We report directly to the owner's project team.

Do you handle incident investigations?

Yes. BIG conducts independent incident investigations and root cause analysis when incidents occur. Our reports are provided directly to the owner and can be used for regulatory compliance and corrective action programs.

What OSHA standards do you monitor?

We monitor compliance with OSHA 29 CFR 1926 (Construction), Process Safety Management (PSM) requirements under 29 CFR 1910.119, and facility-specific safety protocols established by the owner/operator.
