What Goes Into a Turnover Package?

Welding Documentation

  • Weld maps showing every weld location and identification number
  • Welding procedure specifications (WPS) and procedure qualification records (PQR)
  • Welder qualification records (WQR) for every welder on the project
  • Visual inspection reports and NDE results for each weld
  • Weld repair documentation and re-inspection records

Material Documentation

  • Material test reports (MTRs) traceable to each piece of installed material
  • Positive material identification (PMI) records
  • Material receiving inspection reports

Testing Documentation

  • Hydrostatic test records for all pressure systems
  • Electrical testing results
  • Instrument calibration records
  • Equipment performance test results

Why Turnover Packages Fail

The most common reason turnover packages are incomplete is that documentation is treated as an afterthought. By the end of the project, the welders have demobilized, the MTRs are scattered, and nobody remembers which NDE report goes with which weld. The fix is simple: start the turnover package on day one.

Pro tip: The best time to organize your turnover package is before construction starts. The worst time is after the contractor has demobilized.
