An independent safety representative works on behalf of the owner/operator to monitor contractor safety compliance on EPC construction sites. Unlike the contractor's safety team, the independent rep reports directly to the owner's project management team.

Day-to-Day Responsibilities

  • Review Job Safety Analyses (JSAs) before work begins
  • Monitor hot work, confined space, and LOTO permitting
  • Conduct safety walks and behavioral observations
  • Verify contractor personnel completed required orientations
  • Monitor facility-specific safety protocol compliance
  • Document observations and report to owner
  • Investigate incidents and near-misses with root cause analysis

Why Independence Matters

The contractor's safety team has a dual mandate: keep people safe AND keep the project moving. When a stop-work situation conflicts with a schedule milestone, the independent safety rep provides an objective voice that prioritizes safety without schedule pressure.

OSHA and PSM Context

On facilities subject to OSHA PSM (29 CFR 1910.119), the independent safety rep helps ensure construction activities comply with Management of Change, mechanical integrity, and pre-startup safety review requirements.

When to bring in independent safety: Any brownfield project inside an operating facility. For greenfield, consider it when multiple contractors are on site, elevated work is involved, or the jurisdiction has active OSHA enforcement.
