  • Confined space hazards: Vessels may contain residual materials or inert atmospheres

Independent Safety Oversight

The owner needs to verify that contractors follow the rules — especially facility-specific protocols that outside contractors may not know. An independent safety rep monitors compliance and reports directly to the owner.

PSM Integration

Facilities subject to OSHA PSM (29 CFR 1910.119) have specific requirements for construction activities affecting process safety — MOC, PSSR, and mechanical integrity all intersect with construction.

The risk equation: Greenfield accidents injure workers. Brownfield accidents can injure workers AND trigger process safety incidents affecting the entire facility. The stakes are fundamentally higher.
